Background

The UN Resident Coordinator’s Office (RCO) in Tanzania supports the Resident Coordinator in promoting attainment of the Sustainable Development Goals and the Africa Agenda 2063. It provides strategic guidance and coordination assistance for the design and delivery of the UN’s Cooperation Framework, UN Development Assistance Plan 2015-2022 (UNDAP II).

Under the direct guidance and supervision of the Senior Development Coordination Officer and Team Leader, the Results Based Management Specialist will support a results-oriented and evidence-based approach to UN programming at country level.

Duties and Responsibilities

1. Leads the annual process of review and revision of UN Tanzania Joint Work Plans, ensuring the capture and robust analysis of results and constraints/challenges for optimal take-up of lessons learned

As Chair of the Planning, M&E Working Group, leads quality assurance support across the UN joint planning, review and reporting processes at country level, providing recommendations (where relevant) for improved process and quality of data generated
Oversees the management of the Tanzania section of UN Info as the principal planning and reporting platform for the UN Cooperation Framework and the Joint Work Plans thereunder
Updates guidance and delivers orientations for all components under the annual Joint Work Plan review and revision process, building capacity for and understanding of evidence-based monitoring and RBM
Collaborates with UNCT specialists to support the mainstreaming of UN programming principles across the Joint Work Plans and annual reviews
Supports the identification, documentation and analysis of results and key lessons derived from monitoring processes at country level (and where relevant augmented by regional and global processes) to inform strategic planning
Guides routine updates to Theories of Change at Outcome level and leads revision of the overall Theory of Change of the Cooperation Framework as required

2. Supports the timely creation and publication of results-oriented reports, to fulfil transparency and accountability commitments

Drafts the Annual Joint Report of UN Tanzania, including summaries of key achievements, financial delivery and lessons learned
Supports additional reporting of UN Tanzania results and expenditure to meet donor reporting obligations, including (but not limited to) those related to the One UN Fund or global UN funds such as CERF
Prepares semi-annual meetings between the Outcome Groups and One Fund donors for joint review of results achieved
Produces oral or written summaries of latest results as and when required, including (but not limited to) support of internal reporting processes such as the RC Annual Report and resource mobilization efforts
Collaborates to ensure design and layout of all communication products drawn from data captured during planning and review processes is results focused and audience-appropriate

3. Supports UN strategic planning processes at country level, ensuring a results-oriented and evidence-based approach in compliance with corporate requirements

Facilitates orientations and trainings of UN Country Team (UNCT) members, partners and stakeholders in RBM concepts and approaches to enable their meaningful participation in programming processes
Guides the creation of a high quality, SMART Results Framework, overall Theory of Change and costed M&E Plan for the UNSDCF
Collaborates with UNCT specialists to support the mainstreaming of UN programming principles across the UNSDCF, both for the process of development and in the final product
Contributes to the development and application of performance criteria to inform decision-making related to One Fund allocations
Serves as a focal point for the mid- and end-of-term review of the UN Cooperation Framework, promoting alignment with UN Evaluation Group Norms and Standards for Evaluation for improved accountability and learning
Coordinates the RCO’s contributions to Agency evaluations, at the country, sectoral or programme level

4. Contributes to the design, implementation and coordination of UN Knowledge Management (KM) strategies and initiatives

Contributes to the strengthening of systems, processes and capacities for effective Knowledge Management within the RCO, and where relevant the broader UNCT

The Americares Community Partnerships for Respectful Care (CPRC) project is a five-year, $25 million effort under NPI to reduce mortality and morbidity among mothers and their children through improved community-based health care. Americares will work with Christian Connections for International Health (CCIH) and its local affiliates in the United Republic of Tanzania (Christian Social Services Commission-CSSC) and the Republic of Liberia to leverage the expertise and reach of local and locally established organizations, by building their institutional capacity. This new partnership will work closely with Tanzanian and Liberian communities and faith-based networks to improve access to, and demand for, high-quality, community-based health care for mothers, newborns, and children; voluntary family planning; nutrition; and respectful maternity care.

POSITION SUMMARY:
The TL-CES will provide overall technical assistance in supporting CPRC project’s community health-based RMNCAH interventions design, implementation of community engagement approaches, community-facilities linkages, gender, and mainstreaming, and monitoring social behavior change (SBC) strategies and activities. S/He will also be responsible for supporting efforts to increase demand and enhance FP, nutrition and addressing disrespect and abuses for maternal and child health services in collaboration with sub-grantee, MOHCDGEC, Regional and Council Health Management Teams (R&CHMTs), Health facilities and community levels. S/He will have a cross-cutting and collaboration roles with all CPRC project Technical Leads and MEL Specialist to ensure plans and implementation are synchronized and focused in achieving project objectives and results.

DUTIES AND RESPONSIBILITIES:

Project Management

-Take lead in Community engagement, gender, and SBC activities in the workplan and in the budget
-Mentor and supervise Community Engagement Officers working in the community-facilities linkages and SBC
-Work with MEL Specialist to lead the analysis of data related to SBC, identify issues and challenges, and take the lead in implementing action plans to address the issues and maintain the successes of the CPRC SBC objectives
-Contribute to documentation of lessons learned and best practices, development of briefs and articles for publication and success stories
-Support the training of CSSC teams and ensure it is in line with the Government of Tanzania Strategic plans and USAID’s SBC strategy
-Work closely with all Technical Leads and MEL Specialist to record achievements against targets

SBC Technical Assistance

-Provide technical direction to implement SBC approaches, strategies, and activities
-Develop, where applicable, and implement SBC framework, tools, messages, and other materials
-Develop detailed respectful care implementation intervention, based on findings and evidence from formative research and other SBC-oriented assessment
-Ensure high quality and timely delivery of CPRC project deliverables against objectives and targets

Partnership Management

-Under the guidance of the CPRC Project Director, maintain relationship with partners, MOHCDGEC, and USAID mission
-Ensure all activities from partners are properly planned, completed, and delivered and report on progress monthly
-Provide support and ensure quality of work of partners regarding the implementation of SBC activities

Capacity Building

-Build the capacity CSSC teams and frontline workers in SBC in collaboration with partners and MOHCDGEC-Health Promotion Section
-Provide continuous technical guidance and support to MOHCDGEC workers in SBC, including master trainers and mentors
-Provide oversight to SBC component of CPRC, including field visits, technical review of reports to ensure project is on the right track to achieving goals

Reporting

-Using evidence of implementation efforts, work with Tanzania CPRC Team, CPRC Project Director, and Americares HQs CPRC team (COP, Technical Director, MEL Manager) to redefine and refine activities related to Community Engagement, gender, and SBC
-Submit to Project Director weekly updates, monthly, Quarterly, and Annual reports, including Technical area brief pager related to project Community Engagement and SBC interventions
-Track and update workplan on activities related to Community Engagement, gender, and SBC
-Ensure quality and timely submission of comprehensive reports are submitted accordingly

MINIMUM QUALIFICATIONS:

-Master’s degree in community/development studies, social sciences with at least 3 years of work experience is added advantage
-BA/BSc degree holders in community/development studies, social sciences with at least 7 years work experience in SBC experience in designing, developing, implementing, monitoring strategies, activities and materials will be preferred
-Experience in projects focusing on community engagement, Gender and Adolescent health, SBCC, community engagement approaches for RMNCAH services demand creations are added advantage
-Proven track records of successful designing, implementing, facilitating community social accountability mechanisms (Participatory, Accountability, and Transparency) approaches in engaging communities for RMNCAH, FP, and Nutrition interventions such as Community Score Card (CSC), Gender Dialogues, Gulio la Afya, Cinema shows, Local Radio talks presentation, Peer Support Groups formation and supervision at communities (Mkoba wa siku 1000) are highly considered for this position
-Experience in sub-grantees capacity building and supporting their workplans and milestones development, overseeing their implementation in the Fixed Amount Award (FAA) and Cost reimbursable (CR) mechanism is required
-Excellent English-language writing skills and demonstrated experience meeting USAID and other donor reporting requirements
-Experiences in engaging and working harmoniously with Regional Secretariats (RCs, RASs), Regional and Council Health Management Teams (R/CHMTs,) Implementing Partners (IPs), and CSOs for a lasting relationship in an asset

POSITION SUMMARY:
The Tanzania MEL Specialist will oversee all aspects of the CPRC monitoring, evaluation, and learning in Tanzania. Under the supervision of the Tanzania Project Director, the MEL Specialist will coordinate with HQ-based M&E and Project Teams, the Tanzania CPRC project three Technical Leads for Community Engagement & SBCC, MNH, and FP. In addition, the Specialist will work closely with and build capacities to partner M&E teams and activities, particularly during data collection and analysis. The Tanzania CPRC MEL Specialist will ensure the application of best practices for data collection, analysis, reporting, learning within the project team and with a larger audience, including donors and MOH stakeholders. The position will require an emphasis on working closely with the HQ M&E Director or his designee and on creating externally relevant results and progress reports.

DUTIES AND RESPONSIBILITIES:

Monitoring Activities:

-Lead the MEL unit in supporting the CPRC project in tracking and measuring achievement and progress toward activity goals and results
-Ensuring that CSOs, and other partners collect quality data that meets the USAID data requirements, including the different levels of disaggregation (sex, age, and geographic disaggregation)
-Lead capacity building of technical, CSO staff and partners on MEL
-Lead monitoring of program quality using quality benchmarks and ensure that findings from Key Program Indicators (KPIs) are shared with relevant stakeholders and explicitly fed back into program decision making
-Ensure data management information systems are in place and accessible to everyone at anytime
-Lead data entry and data analysis with partners
-Lead in data quality assessment for CPRC partners and CSOs by regularly verifying and validating data reported monthly, quarterly, and annually to ensure completeness, accuracy, and validity
-Contribute toward continuous review of approaches used to implement activities and advise CPRC Technical Leads for Community Engagement & SBCC, MNH, and FP, and Project Director
-Providing technical assistance in the development, selection, and application of MEL processes and tools.

Evaluation Activities:
-Lead CPRC Tanzania during baseline and end line activities, with the support of the Project Director
-Lead in-country assessments and annual project evaluation to track achievements and changes toward reaching the CPRC project overall goal in Tanzania
-Under the guidance of the COP, Technical Director, Tanzania Project Director, and HQ M&E Director perform additional or complementary analysis of data collected, including baseline and end-line data collected
-Lead the development of terms of reference and methodology design for in-country program monitoring level reviews and evaluations to ensure that processes will generate relevant learning on respectful care
-Support internal and external Activity evaluations as necessary.

Learning:
-Maintained detailed knowledge and lessons learned, best practices, and issues
-Continuously support the program team and the sub-grantee in improving approaches, and processes
-Inform and work with the Country Director in reviewing and, where appropriate developing and testing complementary tools to ensure high-quality implementation, risk management, stakeholder analysis, root cause analysis, project status report, quality management, minimum program standard, and implementation checklist
-Contribute to developing presentations, abstracts, articles and publications through data analysis, tabulation, visualization, and supporting data interpretation

Reports and Updates:
-Contribute to the development and implementation of learning efforts and documentation and sharing of findings and best practices
-Submit monthly reports and weekly updates to the Tanzania CPRC Project Director that monitor implementation and achievements
-Support the Project Director to prepare quarterly and annual reports for submission to USAID

Coordination:
-Maintain contact with partners and stakeholders to ensure timely and regular flow of information and data
-Develop and roll-out capacity building and refresher training efforts to ensure full participation of sub-grantee and MOH stakeholder in all MEL efforts, with highly effective and application process
-Develop on an annual-basis MEL work plan adapted from the project global M&E plan
-Take full responsibility for the in-country MEL dashboard that present an overview of accomplishment, MEL needs, budget, and planning review
-Lead the Tanzania MEL component during the regular project review

Training and Other Capacity Building Activities

Job Summary

Reporting to the Senior Finance Manager, this is a hand on position and the incumbent is responsible for the smooth operations of the finance department, and the provision of effective financial management service. S/he is responsible for the preparation of all Organization financial statements both for management and for external use (donors). The Finance Manager works in full compliance with all applicable donor rules and regulations and country’s laws. Timely and accurate Finance reports to both Management and Donors. S/he also supervises Accountant Officers.

 Duties and Responsibilities

  • Assisting the Senior Finance Manager on overall day to day effectiveness of finance functions, and the management of monthly accounting circle and routines of both, the field offices and the head office.
  • Examine financial data and reports for accuracy and compliance with policies and procedures. Includes of special donor reports like PROMIS Expenditure Analysis, DATIM Expenditure reporting etc.
  • Ensure the application of sound financial management by ensuring that there is a proper coding system to track budget and expenditures; developing and reviewing chart of accounts to meet organization and donor financial and accounting requirements.
  • Develop and implement accurate Project Funds management strategies.
  • Assist the Senior Finance Manager in the development of budgets and implement budgetary management strategies, ensuring that project activities budgets are properly coded and properly reflected into the accounting system through coding. Expenses are properly tracked and managed against the budget.
  • Ensuring that commitments/financial obligations are properly tracked and paid for within the stipulated deadlines.
  • Assisting Project managers in program decision making and planning by analyzing financial aspects of the various projects/grants so that managers can determine the best use of the limited resources.
  • Assist the Senior Finance Manager in auditing (internal auditing, external auditing, and special audits) and in meeting compliance issues raised by donors, government, SOPs, and other contractual obligations.
  • To ensure that timesheets and Level of Efforts are properly calculated and charged.
  • To ensure year end processes are properly carried out accrued and prepayment schedules are produced and reconciled with the trial balance/financial statements, year-end adjustments are performed and financial statements are prepared based on the general accepted accounting principles.
  • Ensure all pre-audit activities are completed accordingly i.e. preparation of Fund Accountability Statement, Audit file is opened and include all documents, all Finance files are properly kept, maintained and no file is missing during any review or audit. Give full support to the Auditors during Financial audit by retrieving the documents and responding to audit queries timely.
  • Ensure Fixed Asset Register is up to date and verifications are done annually.
  • Ensure timely submission of quality and monthly financial reports i.e PMM reports, Liquidation report, Accrual report, Expenditure analysis report and all other reports which will be assigned.
  • Building capacity to the staff on compliance with various donor rules and regulations including local and international.
  • Ensure there is good cash flow and that the program has sufficient funds in the bank account, Tigo pesa and petty cash for various program activities. Fund draw down to the PMS should be done on time. Weekly financial updates and projections should be done on all projects and ensure they support the programs weekly activities.
  • Ensure fund reconciliation is done on weekly basis for all projects and agreed to the bank reconciliation and bank account balance.
  • Ensure MDH is working within Budget for all projects. Proactively drive cost cutting measures within the projects.
  • To supervise the Accountant Officers.
  • To do any other work-related duty as assigned by the Senior Finance Manager/DOF/COO/CEO.

Requirements. Education, work experience and skills

  • University Degree in Finance, Business Management or Accounting
  • Professional qualification such as CPA or equivalent, and registration with NBAA with experience of accounting and financial management is an added advantage
  • At least 5 years’ experience in Managerial role on accounting/ financial administration
  • Proven expertise on International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS)
  • Proven expertise in overseeing the management of donor grants for a complex donor funded development programme and developing budgets
  • Developing project, personnel and administrative budgets and work plan
  • Ensure compliance with the laws, regulations, agreements, contracts and requires of the government and donors
  • Monitoring project expenditure and make appropriate recommendations
  • Preparing financial reports
