Job Description

We are seeking a Team leader / Key Expert 1, for a new programme we will be bidding for; The Africa Health Diagnostics Platform (AHDP), with this specific Technical Assistance funded by The European Investment Bank (EIB). The aim of AHDP is to significantly improve the access and quality of laboratory diagnostic services in the public health sector (government-owned facilities and community health care) in sub-Saharan Africa for low income populations. This will be achieved by enabling public-private partnerships between governments and private sector laboratory and diagnostic companies.

Candidate Specification

Team Leader / Key Expert 1 profile:

  •  At least three of the target countries will be francophone, so French language skills are required. Additionally, they must have a master’s degree or equivalent academic degree in health economics or health finance.
  • At least 15 years of relevant experience in project implementation and management in the health sector, within development regions, preferably Sub-Saharan Africa. 5 years similar experience of working in a senior expert/management position on DFI/donor financed TA operation projects.·
  • Professional experience as a technical expert having implemented at least 3 projects, one of which must be in the health sector.
  • Good understanding of health sector policies within Sub-Saharan African countries.
  • Public health expertise, preferably on diagnostics and systems strengthening, including public sector engagement.
  • Experience in design and implementation of assessments for health sector projects including in the delivery of diagnostics in Sub-Saharan Africa.
  • Experience establishing financial and partnership structures.
  • Experience in capacity building in the health sector, including the establishment of performance-based funding structures.


Job Profile

Public health efforts in a number of African countries are often compromised by limited access to quality diagnostic services and the poorest people lack the means to pay for the testing that is available. The AHDP intends to improve and extend healthcare in Sub-Saharan Africa by leveraging the knowledge and expertise of the private sector, to improve testing, accuracy and availability of diagnostic services.  Ministries of health and finance will directly benefit from the technical assistance and are key implementers of the AHDP.

The purpose of this TA operation is to support the preparation, implementation and subsequent monitoring of the AHDP projects in four new countries to the existing platform. Specific tasks will include feasibility studies, financial affordability analysis, budget and financing plans, tender documents and capacity building in project development, management and financing techniques.

Language Proficiency

ABOUT THE INNOVATION HUB
WFP believes that innovation is crucial to improving the lives of those furthest behind. Bold, creative innovations in technology, nutrition and agriculture have the potential to create extraordinary, life-changing impact for millions of people.

To this end, WFP’s first Field Innovation Hub (the Hub) was established in Tanzania in 2017. Now in its third year, the Hub has laid the groundwork for catalysing Tanzania’s innovation ecosystem and changing the way WFP approaches both current and future operations. The Hub’s work is closely aligned with the objectives of WFP Tanzania’s 2017-2021 country strategic plan, which focuses on supporting the Government of Tanzania in its effort to achieve the Sustainable Development Goals and in particular the Zero Hunger 2030 agenda.


The Hub’s work in Tanzania focuses on four areas:

1) Identifying, matching and piloting innovation projects: We identify challenges within the domains of WFP’s work such as smallholder agriculture, nutrition, logistics, social protection, and emergency response. We match these with local & international startups or internal initiatives and provide funding and support to teams to refine & pilot their solutions using human-centered design tools.
2)Exploring transformative innovation: We test new approaches to innovation by leading a pioneering “moonshot” project that aims to uncover radical solutions on longer, 10 year time horizons using techniques such as systems mapping and scenario planning.
3) Build capacity of intra- and entrepreneurs: We support WFP colleagues as well as external (aspiring) entrepreneurs to build their innovation and business skills to develop and test their ideas.
4) Catalysing the Tanzania innovation ecosystem:We play a key role in the Tanzania innovation ecosystem by convening and supporting other hubs and UN agencies through regular events, workshops and technical support.

The Hub complements the global WFP Innovation Accelerator based in Munich, Germany. Since its inception five years ago, the Accelerator has grown to a team of 50 innovators from diverse backgrounds. The Accelerator was named by Fast Company among the Best Workplaces for Innovators 2020 and Innovation Team of the Year 2020 for its work in identifying, nurturing, and scaling disruptive start-ups and innovations to end global hunger. The Tanzania hub is the first dedicated WFP field team for innovation initiatives and works very closely with the Accelerator and the Country Office team in Tanzania to deliver on its objectives.


ABOUT THE JOB
Under the direct supervision of the Programme Policy Officer Innovation, the programme associate will support the WFP country office in growing and managing the innovation services offered by the Innovation Hub, such as innovation pilots, bootcamps, ecosystem events and others.
Service contract G6 equivalent.

The main tasks will be as follows:

Innovation project management

  • Identify and facilitate the selection of projects for the WFP CO innovation portfolio: local ventures and international pilots, in close collaboration with the global WFP innovation accelerator
  • With guidance of the Innovation Hub manager, drive high potential innovation projects towards success by designing and implementing pilots
  • Innovation Services / Bootcamps
  • Ensure quality and client satisfaction with bootcamps and workshops: develop and deliver high-quality events that have high satisfaction among clients and users.
  • Developing our portfolio of innovation services: designing custom solutions for clients in the humanitarian and private sector, including Bootcamps, events and workshops;
  • Building strong relationships: attract the right partners to achieve impact at scale, gain a deep understanding of clients’ needs, and develop strong, long-lasting relationships;
  • Hire the right facilitators and other service providers to assure successful innovation events
  • Support the delivery of innovation events: logistics, visas, travel etc.
  • Manage procurement with partners: Catering, hotels, stationary etc.

Community management

  • Manage the engagement with Tanzanian innovators and innovation players in the Tanzanian innovation ecosystem
  • Establish pipeline sharing of high potential startups with other key innovation hubs in Tanzania.
  • Identify with the Tanzanian innovation players if there is the need for small adhoc innovation events where WFP can support
  • Design and execute communication campaigns to mobilize the Tanzania innovation ecosystem for your events
  • Compile and send out the quarterly newsletters of the innovation hub
  • Manage the SDG2 innovation whatsapp group in Tanzania
  • Manage and update the Innovation hub webpage


ABOUT YOU

  • You have a high affinity with the Tanzanian innovation space; and you ideally have some startup-related experience

Education

Experience

Alternatively, practical experience launching and managing a business is also valued. Exposure to one of WFP’s programmatic focus areas including smallholder agriculture, nutrition, and emergency response is a plus.

Knowledge and skills

  • Familiar with human centered design and/or lean startup methodologies. Strong business writing and professional verbal communication skills. Highly organized with the ability to multitask and prioritize. Ideally some technical or design skills, but G suite at a minimum.

Languages 

  • Fluency in oral and written English. Command of Kiswahili and other local languages is a plus.

In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals.  To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Job Description

Database Manager will be responsible for supporting the design and implementation of the project’s Monitoring and Evaluation Systems. He/She will provide support to Strategic Information Unit in developing, supporting and improving the monitoring and evaluation plan and internal systems to collect and analyze the data used to measure the program’s key performance indicators. He/She will be responsible for developing and ensuring EpiC data systems function without downtime to cover program data needs. Additionally, performing a variety of technical and database related issues to all supported CSOs.

Specific duties include:

  • Develop project databases and manage other databases (Infolink, DATIM, DAMES, IPRS, MOH DHIS2) to ensure proper functioning.
  • Support the update and use of Infolink to store, manage and analyze the performance indicators, baselines, and annual targets and ensures compliance to PEPFAR requirements identified in the PMP.
  • Participate in the development and implementation of data collection and reporting tools and systems that correspond to the needs of decision makers at every level of the health system, as needed.
  • Develop the triangulation of data sources with HMIS, aid in integrating and/or ensuring the inter-operability of different health information systems with DATIM and Infolink.
  • Support the development/adaptation of tools for data collection; design and implement surveys and other data collection tasks.
  • Troubleshoot data submission errors and data error issues.
  • Provide on-going consultation and technical assistance to CSOs and facility partners regarding database administration.
  • Ensure data quality control through a data validation plan, data queries, programming consistency checks and data cleaning as well as through coding and harmonizing of information.
  • Ensure the management of standardized monitoring and evaluation indicators and tools for consistency in measurement.
  • Provide guidance to regional and site staff on HMIS and data management issues, including data quality assurance (DQA).
  • Other duties as assigned

Minimum Requirements

  • Bachelor’s Degree in Computer Science, Information Technology, Health Informatics with 5-7 years’ relevant experience and good programming skills; OR Master’s degree in Computer Science or Public Health Informatics with 3-5 years relevant experience.
  • A minimum of 4 years’ working experience at a similar position especially in implementing HIV and AIDS interventions · Strong knowledge of Microsoft Windows, Microsoft Office and database management systems (SQL Server, Access etc.); Knowledge of SQL for database development.

Job Description

The TO – Community Engagement will work with CSO to implement HIV prevention program targeting population at risk in the region. He/She will work with Vulnerable Adolescent Girls and Young women, female sex workers (FSW) and other KVP. He/She will monitor the implementation of the Social and Behavior Change Communication (SBCC), structural and gender activities in compliance with the overall regional work plan. He/She will play a key role in ensuring that the SBCC, structural and gender activities are conducted according to the National standards and EpiC standard operating procedures, and that beneficiaries receive quality services; also to play a crucial role in supervising and building the capacity of CSOs to manage Peer educators of key and vulnerable population, peer outreach workers, peer navigators and managing the execution of Enhanced Peers Outreach Approach (EPOA), by facilitating peer outreach and Peer navigators workers through conducting progress review meetings in monthly basis. He/She will coordinate the case management team with health facilities and community for continuum of care. He/She will be  responsible for monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages, close monitoring implementation of EPOA by assessing progress to targets in a weekly bases, supervising and visiting service delivery points to facilitate linkages of all HIV + cases and managing social behavioral change communication sessions, among others to understand clinical status and referrals of all KVP HIV + clients

Specific duties include:

Community Engagement

  • Work in collaboration with CSOs and Districts officials in managing community engagement portfolio through making sure involvement of Community Based Health Service Provider (CBHSP) and Council HIV & AIDS Coordinator (CHACC) are on board.
  • Coordinate and support the CSO to implement and monitor the timely implementation of SBCC interventions and provision of Adolescent friendly services to AGYW.
  • Build capacity of CSOs to manage peer educators and peer navigators to ensure proper planning and implementation of community engagement related activities (demand creation, group, and individual education sessions) in compliance with the EpiC Implementation guide.
  • Work with CSOs to ensure that vulnerability index tool is administered and filed for all AGYW enrolled in the project.
  • Support and facilitate the management of all HIV positive Key and Vulnerable Population (KVP) by establishment of case management team in conjunction with health facility.
  • Support and facilitate CSOs to develop monthly route plans based on the mapping reports and the peer educator’s peer navigator’s guidance to guide effective roll out of joint demand generation activities by biomedical services.
  • Work with CSOs and district officials CBHSP/CHAC to facilitate community engagement trainings to, peer educators and navigators and other relevant staff as required.
  • Participate in the development and field test of community engagement SBCC approaches, materials and tools relying on innovative and responsive methodologies.
  • Conduct joint CSO and districts supervisory visits at the community or AGYW safe spaces to assess demand creation/SBCC activities and their integration into the other services
  • In collaboration with CSOs conduct consultative meetings with KVPs to address specific community-based service delivery and program bottlenecks, improve promotion of family planning and HIV/ AIDS risk reduction methods among KVPs

Networking

  • Establish effective working relationships with other stakeholders and R/CHMT partners on program activities
  • Work with CSOs to identify and link AGYW to other implementing partners supporting young people.
  • Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner

Monitoring, Evaluation, Learning, And Reporting

  • Monitor regional implementation plans and progress of community engagement portfolio as per EpiC project targets.
  • In collaboration with CSOs document experiences, prepare program and site visits reports, presentations, briefs, and articles/success stories
  • Monitor and assess the performance of CSOs on peer outreach workers including navigator and quality of data submitted
  • Monitor and assess community response at the project wards and district
  • Other duties as assigned

Minimum Requirements

  • Bachelor’s Degree in social sciences, public health, international development, or related field with 5-7 years’ relevant experience; OR Master’s degree in social sciences, public health, international development, or related field with 3-5 years relevant experience.
  •  3-4 years’ progressive experience working with key population groups, and familiarity with internationally recommended policies.
  •  3-4 years’ experience of supporting gender transformative community engagement interventions for HIV and Gender Based Violence (GBV) prevention programming.
  • Familiarity and experience with USAID/PEPFAR-funded programs.
  •  Experience in technical capacity building of Tanzanian non-governmental organizations (NGOs) and community-based organizations (CBOs), especially those working with vulnerable populations.

Job Description

The TO – Community Engagement will work with CSO to implement HIV prevention program targeting population at risk in the region. He/She will work with Vulnerable Adolescent Girls and Young women, female sex workers (FSW) and other KVP. He/She will monitor the implementation of the Social and Behavior Change Communication (SBCC), structural and gender activities in compliance with the overall regional work plan. He/She will play a key role in ensuring that the SBCC, structural and gender activities are conducted according to the National standards and EpiC standard operating procedures, and that beneficiaries receive quality services; also to play a crucial role in supervising and building the capacity of CSOs to manage Peer educators of key and vulnerable population, peer outreach workers, peer navigators and managing the execution of Enhanced Peers Outreach Approach (EPOA), by facilitating peer outreach and Peer navigators workers through conducting progress review meetings in monthly basis. He/She will coordinate the case management team with health facilities and community for continuum of care. He/She will be  responsible for monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages, close monitoring implementation of EPOA by assessing progress to targets in a weekly bases, supervising and visiting service delivery points to facilitate linkages of all HIV + cases and managing social behavioral change communication sessions, among others to understand clinical status and referrals of all KVP HIV + clients

Specific duties include:

Community Engagement

  • Work in collaboration with CSOs and Districts officials in managing community engagement portfolio through making sure involvement of Community Based Health Service Provider (CBHSP) and Council HIV & AIDS Coordinator (CHACC) are on board.
  • Coordinate and support the CSO to implement and monitor the timely implementation of SBCC interventions and provision of Adolescent friendly services to AGYW.
  • Build capacity of CSOs to manage peer educators and peer navigators to ensure proper planning and implementation of community engagement related activities (demand creation, group, and individual education sessions) in compliance with the EpiC Implementation guide.
  • Work with CSOs to ensure that vulnerability index tool is administered and filed for all AGYW enrolled in the project.
  • Support and facilitate the management of all HIV positive Key and Vulnerable Population (KVP) by establishment of case management team in conjunction with health facility.
  • Support and facilitate CSOs to develop monthly route plans based on the mapping reports and the peer educator’s peer navigator’s guidance to guide effective roll out of joint demand generation activities by biomedical services.
  • Work with CSOs and district officials CBHSP/CHAC to facilitate community engagement trainings to, peer educators and navigators and other relevant staff as required.
  • Participate in the development and field test of community engagement SBCC approaches, materials and tools relying on innovative and responsive methodologies.
  • Conduct joint CSO and districts supervisory visits at the community or AGYW safe spaces to assess demand creation/SBCC activities and their integration into the other services
  • In collaboration with CSOs conduct consultative meetings with KVPs to address specific community-based service delivery and program bottlenecks, improve promotion of family planning and HIV/ AIDS risk reduction methods among KVPs

Networking

  • Establish effective working relationships with other stakeholders and R/CHMT partners on program activities
  • Work with CSOs to identify and link AGYW to other implementing partners supporting young people.
  • Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner

Monitoring, Evaluation, Learning, And Reporting

  • Monitor regional implementation plans and progress of community engagement portfolio as per EpiC project targets.
  • In collaboration with CSOs document experiences, prepare program and site visits reports, presentations, briefs, and articles/success stories
  • Monitor and assess the performance of CSOs on peer outreach workers including navigator and quality of data submitted
  • Monitor and assess community response at the project wards and district
  • Other duties as assigned

Minimum Requirements

  • Bachelor’s Degree in social sciences, public health, international development, or related field with 5-7 years’ relevant experience; OR Master’s degree in social sciences, public health, international development, or related field with 3-5 years relevant experience.
  •  3-4 years’ progressive experience working with key population groups, and familiarity with internationally recommended policies.
  •  3-4 years’ experience of supporting gender transformative community engagement interventions for HIV and Gender Based Violence (GBV) prevention programming.
  • Familiarity and experience with USAID/PEPFAR-funded programs.
  •  Experience in technical capacity building of Tanzanian non-governmental organizations (NGOs) and community-based organizations (CBOs), especially those working with vulnerable populations.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication.
  • Well-developed computer skills.

Job Description:

The TO-DREAMS (Determined, Resilient, Empowered, AIDS-free, Mentored and Safe) will Oversee and coordinate the provision a combination prevention package of evidence-supported biomedical, behavioral and structural interventions to AGYW ages 15-24 years to reduce their vulnerability to HIV. He/She will design and provid technical oversight of DREAMS activities at the community level which increase health seeking behaviors, expand access to safe spaces and adolescent-friendly services and improve the overall wellbeing of AGYW and their families at the community level. The TO -DREAMS woll ensure all activities are implemented in line with USAID/PEPFAR standards for DREAMS programming, EpiC guidelines and GoT policies.

Specific duties include:

  • Oversee the design and roll-out of a DREAMS package of services for AGYW (may include Stepping Stones Curriculum, health service demand creation activities including HIV testing and counseling and linkage to care, creation of safe spaces, GBV screening, scale-up of adolescent-friendly health services, support for economic strengthening activities and roll-out of parenting curricula etc.).
  • Implement use of a vulnerability index to understand risks of AGYW; utilize mapping tools to understand HIV acquisition among AGYW. ·
  • Lead efforts to strengthen quality of demand generation and service provision for AGYW.
  • Strengthen capacity of and provide technical support to Tanzanian civil society organization (CSO) partners to deliver the above services.
  • Ensure that project strategies and activities addressing youth are evidence-based and in line with state-of-the-art, globally recognized best practices; as well as aligned with GoT, PEPFAR and EpiC standards, protocols and guidelines.
  • Ensure that the project engages youth in all stages of the project to promote youth leadership and ensure that youth perspectives are taken into consideration. ·
  • Promote integration across a range of services for youth to take a holistic, family-centered approach to improving their wellbeing. ·
  • Ensure all youth-focused strategies are gender-sensitive and promote equitable programming.
  • Liaise with GoT counterparts, service providers, CSO partners and stakeholders to ensure activities are well-coordinated with other national and regional programs. ·
  • Take lead in planning, coordination and implementation of DREAMS Initiative at district level. ·
  • Provide technical assistance for DREAMS services through trainings and on-site mentorship activities based on national guidelines and protocols · Build the capacity of the CSO’s DREAMS teams, Facility and community structures to provide services timely services as per the National guidelines ·
  • Work closely with the project M&E team and CSO’s to ensure regular updates of the DREAMS tracker and accurate and timely reporting. ·
  • Ensure timely reporting and documentation of results from the DREAMS implementation in collaboration with M&E team with focus on accurate data for timely entry in DAMES system.
  • Foster collaboration with partners and district DREAMS coordination teams and local government authority. ·
  • Strengthen referral and linkages between health facility and community service delivery points for AGYW and partners
  • Support establishment of community Quality Improvement teams to support implementation of AGYW risk reduction plans in identified communities.
  • Strengthen partner coordination in the district through monthly meetings and joint field activities.
  • Develop timely activity trip plans, budgets and implementation plans on weekly, monthly and quarterly basis ·
  • Timely submit activity progress reports on monthly and quarterly basis · Represent the project at DREAMS regional and district level meetings including other DREAMS IP’s at the region. ·

Minimum Requirements

  • Bachelor’s Degree in Social Science, public health or related field with 5-7 years’ relevant experience in provision of PEPFAR DREAMS services to AGYW at community level; OR Master’s degree in Social Science, public health or related field with 3-5 years relevant experience in provision of PEPFAR DREAMS services to AGYW at community level.
  • Experience working with AGYW aged 15-24 years; familiarity with evidenced-based strategies for reducing their vulnerability and providing targeted services; familiarity with the PEPFAR DREAMS package of services. ·

Job Description

Senior Technical Advisor Capacity Building will provide overall technical direction to the capacity building and institution strengthening activities for local partners in support of PEPFAR’s local development goals of local partner funding by FY2021. He/She will perform needs assessments, and training support to CSO’s in an array of technical areas including social and behaviour change communication (SBCC), Biomedical Services, monitoring and evaluation (M&E), organizational development, Leadership and coordination, and on focal health issues: GBV, DREAMS, family planning, STI Screening. He/She promot internal capacity strengthening and skill sharing. He/She will take lead in directing capacity and institution strengthening efforts assisting partners in developing and implementing comprehensive SBCC activities at national, regional, local levels with GOT and other partners. He/She will Monitor program results and to be responsible for quality and accuracy of technical interventions and results.

Specific duties include:

  • Design strategies and tools to guide project capacity and institution strengthening activities with civil society partners transitioning to direct USAID funding.
  • Lead the design, delivery and monitoring of technical assistance plans to strengthen civil society partners’ ability to directly support PEPFAR goals as well as receiving direct funding.
  • Assess the organizational systems and SBCC capacity and develop tailored technical assistance plans with selected partners.
  • Work closely with MoH through NACP and TACAIDS to implement quality in-service training courses related to Biomedical and SBCC with opportunities for practical skills application.
  • Ensure the team’s efforts are coordinated and conducted in accordance to plans.

Minimum Requirements

  • Master’s degree in public health, social sciences, international development, health or development communication, business administration, or related field with 7-9 years relevant experience OR Bachelor’s Degree in similar field with 9-11 yrs of relevant experience.
  • At least 3 years of experience in progressively increasing responsibility in designing and managing complex, large capacity and institution strengthening programs in developing countries involving multiple stakeholders.
  • Strong understanding and previous experience working with, advising and providing capacity strengthening to the Government of Tanzania and Tanzanian non- governmental organizations/civil society organizations (NGOs/CSOs) and private sector organizations
  • Demonstrated knowledge of capacity strengthening methodologies at the system, organization and individual level.
  • Demonstrated knowledge on the support of local partner transition to direct USAID funding.
