Economist  

East AFRITAC is a collaborative venture between the International Monetary Fund (IMF), its member countries, and bilateral and multilateral development partners. East AFRITAC provides capacity development support (technical assistance and training) to Eritrea, Ethiopia, Kenya, Malawi, Rwanda, South Sudan, Tanzania (including Zanzibar), and Uganda, in areas of IMF expertise.

The Economist works closely with the Center Coordinator (CC)/Director, playing an important role in managing the Center’s work plan, supporting outreach activities, and contributing to the main publications and analyses. S/he also supports resident advisors (RAs,the Center’s experts) in their capacity development (CD) activities.

The Economist has the following duties and responsibilities:

  • Assists the CC in        preparing and        monitoring the implementation of the annual work plan and in preparing periodic reports to the Steering Committee.
  • Contributes to the        preparation of        the annual and mid-year reports.
  • Contributes to outreach publications, playing a key role in the preparation of the quarterly newsletter and the management of the Center’s website and Facebook page.
  • Supports the implementation of the results-based management (RBM) framework (see below).
  • Provides supporting research and presentations for the RAs’ regional workshops, and assists them with outreach activities.
  • Analyzes economic time series data, defines data needs and requirements for use by the CC and RAs. Produces charts, graphs, and tables.
  • Independently researches, collects and compiles information on member countries; maintains and updates quantitative and qualitative economic, financial or statistical databases.
  • Keeps abreast of developments with respect to IMF CD policies and IMF work in member countries.
  • Performs other related duties as required


On RBM, the main duties of the Economist are:

  • Training of staff on RBM methodology and systems;
  • Supporting the development of logframes;
  • Analysis of RBM data and reporting;
  • Providing feedback to the CC and IMF headquarters on issues affecting RBM implementation at the Center;

Competencies required:

  • Professional Competence – (a) knowledge of econometric and statistical analysis techniques, database management and related principles underlying IMF economic work; (b) ability to interpret and present statistical information;and (c) strong analytical skills.
  • Program/Task Management – (a) strong organization skills; and (b) ability to anticipate, adjust to and prioritize a variety of complex, evolving tasks, mastering unfamiliar work quickly in a committed fashion.
  • Communication – Strong communications skills (listening effectively, speaking persuasively, writing clearly and concisely).
  • Teamwork – (a) Proven ability to develop effective relations within/outside the office, and to promote collaboration within the team to meet unit objectives; and (b) ability to work with a range of senior professionals from various backgrounds.


Qualifications and Experience:

  • MA/MS (Economics/Finance) in economics, finance, or statistics.
  • Two or more years of relevant work experience (e.g., econometrics, statistics, finance) or equivalent experience.
  • Proficiency in Microsoft Office software applications is required, particularly Microsoft Excel. Knowledge of econometrics packages such as TSP, eViews, AREMOS, SAS, RATS, together with a knowledge of statistical and econometrics techniques and macroeconomic relationships is an asset.
  • Demonstrated proficiency in English with excellent writing skills.
  • The position is based at East AFRITAC’s headquarters in Dar es Salaam.

History
Originally a small market town known as Idodomya, the modern Dodoma was founded in 1907 by German colonists during construction of the Tanzanian central railway. The layout followed the typical colonial planning of the time with a European quarter segregated from a native village.


In 1967, following independence, the government invited Canadian firm Project Planning Associates Ltd to draw up a master plan to help control and organise the then capital of the country, Dar es Salaam, which was undergoing rapid urbanisation and population growth. The plan was cancelled in 1972, in part due to its failure to adequately address the historical and social problems associated with the city.

This person will assist the Head of Department on various data controls and administrative activities. The person will be reporting to Head of Agriculture Department.
Duties and responsibilities of Field Assistant:
Performing administrative activities such as maintaining information files and processing paper work;
Update various field reports such as weekly field progress report, daily activity sheets, tractor usage availability sheet etc;
Compile daily, weekly and monthly reports from various heads of fields sections;
Raising requisition for various departmental needs such as tools, consumables, spares, safety gears etc;
Update agricultural inputs stock availability and advice in consultation with stores team;

The person will be responsible for Precision Farming surveying activities and preparation and maintenance of sketches, maps, reports, and legal descriptions of surveys in order to describe, certify, and assume liability for work performed. The person will be reporting to the Head of Agriculture Department.
Duties and responsibilities of Senior Land Surveyor:
Prepare and maintain sketches, maps, reports, and legal descriptions of surveys in order to describe, certify, and assume liability for work performed;
Verify the accuracy of survey data, including measurements and calculations conducted at survey sites;
Direct or conduct surveys in order to establish legal boundaries for properties, based on legal deeds and titles;

More than five (5) years experience in survey activities within a sugarcane plantation;
Ability to use survey instruments such as RTK system,Total Station and Automatic level;
Conversant with design softwares that are widely used in sugarcane plantations such as multiplane design software, trimble business software, farm-work software and AutoCAD; and
Be a team player and able to work autonomously.

BOILER MAKERS (2 posts)

This person will fabricate and assemble metal structures and equipment through the use of welders, cutters, shapers and measuring tools. He/she will be reporting to Heavy Equipment supervisor.
Duties and responsibilities of Boiler makers:
Fabricate and assemble metal structures and equipment through the use of welders, cutters, shapers and measuring tools;
Read and interpret diagrams, sketches and blueprints to determine operations, required materials and time frames for projects;
Set up, operate and maintain welding equipment;
Test and inspect welded surfaces and structure to discover flaws;
Adhere to working environment safety measures by wearing specialized goggles, helmets and gloves; and

Qualification and Experience:
Holder of Trade Test certificate or full technician Certificate in Welding coupled with provable on job training;

Ability to read and interpret technical documents and drawings;

The person will be responsible to ensure the management of the maintenance activities for all equipment at the company. The person will be reporting to the Project Manager.
Duties and responsibilities of Workshop Supervisor:
Supervise the equipment on-site by ensuring continuous service through routine/non-routine maintenance and/or repair;
Maintenance and/or repairs of all Agricultural machines and other company vehicles;
Supervise and co-ordinate the workshop subordinate in order to ensure that work is carried out in compliance with quality;
Ensure compliance with safety procedures;
Prepare and manage the Budget the Workshop maintenance budget
Implement asset maintenance procedures and identify the best maintenance strategies to improve equipment reliability and boost asset uptime and availability;
Plan and Stock the required quantity of spare parts in order to guarantee continuity of work and planning;
Monitor the use and inventories of spare parts, maintenance supplies, equipment and initiates recording when necessary;
Ensure that maintenance technicians are adequately trained, equipped and motivated so that the maintenance program can be accomplished timely and in a cost-effective manner;
Manage/coordinate and evaluate maintenance personnel’s performance assigned; and
Perform any other duties as may be assigned by supervisors.


Qualification and Experience
Shall have a Bachelor degree in Automobile/Mechanical Engineering or equivalent from a recognized University; and
Shall have a minimum of five (5) years experience in Workshop management or supervision from in Industrial sector.

Duties and responsibilities Heavy Duty Equipment Technician:
Plan service and maintenance of machines;
Trouble shoot problems on machines and repair;

Overview
The Tanzania Commission for Universities (TCU) is a body corporate established on the 1st July 2005, under the Universities Act 2005 (Chapter 346 of the Laws of Tanzania) with mandate to recognise, approve, register and accredit Universities operating in Tanzania, and local or foreign University level programmes being offered by registered higher education institutions. It also coordinates the proper functioning of all university institutions in Tanzania so as to foster a harmonised higher education system in the country.


The Tanzania Commission for Universities succeeded the former Higher Education Accreditation Council (HEAC) which was established in 1995 under the Education Act 1995 with a legal mandate to regulate the establishment and subsequent accreditation of private university institutions in the country. Being limited only to private universities, such mandate was considered unfavourable for the promotion of a viable public-private partnership in higher education as stipulated in the National Higher Education Policy of 1999.


Therefore, such circumstances prompted the government to establish a harmonized higher education system in the country which led into the establishment of the Tanzania Commission for Universities. In order to ensure such a harmonious higher education system does not compromise institutional peculiarities and autonomy, each University has the legal right to operate under its own charter.


The mandates and core functions of the Commission are provided under section 5(1) of the Universities Act Cap. 346. These functions can be clustered into the following three major areas.

POSITION TITLE: NHLS ECHO Program Officer

OVERALL RESPONSIBILITIES:
To provide overall technical support in the planning and implementation of ECHO activities for the Strengthening the Quality, Accessibility, and Sustainability (SQAS) of the National Health Laboratory Services (NHLS) project implemented by THPS. This includes coordination and providing support to the ECHO spokes and hubs and ECHO communities of practice to enhance knowledge of healthcare workers and specifically laboratory professionals at all tiers of the healthcare system across the country.

SPECIFIC RESPONSIBILITIES:

Coordinate all ECHO clinics under NHLS project.
Support specific ECHO Coordinators for NHLS supported ECHO clinics in planning including the development of various clinics timetable and identification of facilitators and subject matter experts.
Share regular reminders with ECHO Communities of Practice (CoP) for all supported ECHO clinics sessions.
Make follow up on attendance to the different ECHO clinics including collecting and properly archiving attendance records for data entry and storage.
Ensure proper data management in iECHO for timely reporting of different ECHO clinics to the Funder, MOHCDGEC and Stakeholders.

QUALIFICATIONS AND EXPERIENCE:

Required: Bachelor’s Degree in medical-related discipline including medical laboratory sciences; microbiology, immunology, hematology, pathology, and clinical chemistry; OR nursing, public health, international health, or a related discipline.
Advanced degree in one of the above laboratory disciplines, OR public health or related discipline will be an added advantage
Required: Minimum 4 years working experience in HIV and/or TB programs including or health systems strengthening is required.

  • Perform Pre start checks to ascertain working condition of the vehicle and initiate/remedy problem solving where necessary;
  • Obtains requisite authority on daily performance in relation to persons and/ or materials to be conveyed and delivered by having the right documents and instructions in order to keep truck for internal and external agent’s use;
  • Timely counter checks loading and off-loading of materials, embarking and disembarking of persons by physical checks and counts where necessary in order to ensure that right embarking and disembarking and/or loading and deliveries is achieved;
  • Skilfully and safely drives the vehicle in order to safe guard the safety of the vehicle, people and material;
  • Prepares reports using simple format for record and further use;
