Role purpose:

•Self-Care & Social Media Executive position, is accountable for our digital and self – service solutions with the objective of offering superior customer service, by coordinating activities with relevant stakeholders and promoting alternatives contact channels including IVR, USSD, social media platforms etc with the purpose of improving Customer Experience.
Key accountabilities and decision ownership

•Coordinate all activities to enhance existing and create new opportunities for self-help services (USSD, IVR etc) tailored to suit customers’ needs and improve customer experience

Team Leadership (10% to 30%)

  Responsibilities:

  • Develop highly motivated team maintaining excellent relationships with own team and wider team to ensure achievement of business goals.

 Collateral Risk Assessment (60-70%)

  • Manage valuation practice and Valuers involved by the Bank
  • Manage land related matters arising within NBC.
  • Manage real estate projects funded by Bank. Review of valuation report submitted by Bank’s Valuers.
  • Advise the forced sale value to be adopted in loan decision making by the Bank
  • Participate in evaluation panel during outsourcing of external Valuers.
  • Conduct Valuation training on Acceptable Securities and Valuation to Lending Business unit.
  • Advice on the suitability of asset pledged as collateral to the Bank by borrowers.
  • Verification (demarcation/boundaries and existence) of collaterals pledged by new and existing borrowers (Plot tracing).
  • Evaluate performance of Bank’s approved Valuers on quarterly basis.
  •  Ensure compliance with applicable legislation and regulations in the implementation of Bank funded projects.
  • Manage and advise loan disbursed in tranches funded by Bank for Construction projects.
  • Hold Periodic Meetings with Valuers
  • Maintenance of robust and fully updated Valuation tracker
  • Maintain interactive relationship with Credit Analysts and RMs to ensure rectification of the outstanding issues
  • Ensure RCU have the resources required to enable compliance with any external / internal regulations regarding Collateral Risk Assessment
  • Responsible for the rectification & documentation of any recommendations arising out of Audit/Assurance, Conformance and Central Bank examination reports on Collateral Risk assessment
  • Act as a source of technical excellence and point of reference in relation to Collateral Risk Assessment activities for the Credit analysts, RMs and RCU

Business Risk Partnership (15 – 20%)

  • Ensure a consistent quality of service to stakeholders.
  • Work in partnership with Credit Analysts and RMs on new and existing customers to ensure proper Collateral Risk Assessment are conducted
  • Work in partnership with colleagues and proactively anticipate, respond to and seek to exceed the expectations of customers.

Team Working (10 – 15%)

Responsibilities:

SAIC is seeking Command and Staff Operations Trainers for work in various African countries partnered with the US State Department’s GPOI (Global Peace Operations Initiative) training program. GPOI has absorbed the Africa Contingency Operations Training and Assistance (ACOTA) program. GPOI manages the program under the Department of State’s Bureau of Political-Military Affairs in collaboration with the Bureau of African Affairs/Security Assistance (AF/SA). The program provides mentoring, advising, and training support and assistance to Host Nation (HN) training centers, their cadre, and units (company to brigade size and including multi-national force headquarters) in training for peacekeeping missions. This training may include extensive field training as well as training, equipment and infrastructure support for the training center and its staff and instructors.

Positions are located in English and non-English speaking countries.

The duties and responsibilities include but are not limited to the following:

Mentor, advise, assist, and/or train Host Nation military personnel in a variety of military skills to include commanders and staffs in PSO command and staff operations skills and procedures.

Develop POIs, lesson plans, and training support packages for directed staff training

Support the preparation of partner country battalions and brigades for PSO deployments

Focus on operations center organization and operations, staff functions, Intelligence Preparation of the Area of Operations (IPAO), and the Military Decision Making Process (MDMP)

Ensure all training scenarios are based on the most current mission area information

Provide training involving classroom instruction and hands on assistance in Peace Support Operation (PSO) based Command Post Exercises.

Conduct training in the training language of the Host Nation Military.

Qualifications

AA/AS Degree from an accredited institution

Minimum of fifteen (15) years military operations and training experience (Experience can be military, civilian, or contractor, or a combination of the three)

Subject matter expert in at least one (1) Combat Arms, Combat Support, or Combat Service Support

Staff experience at battalion or brigade level

Position Summary:

The position will be based in Dar es Salaam, Tanzania.

Illustrative Responsibilities:

  • Supervise a team of administration and finance professionals. Provide leadership, supervise and mentor local administrative and financial staff to effect sound project management, fiscal and administrative due diligence and the development of organizational and individual capacities.
  • Identify and implement changes in administrative and financial policies and procedures that will enhance the cost effectiveness of program implementation.
  • Execute operational planning/budgeting procedures and tools outlined in Tetra Tech's Standard Operating Procedures that require technical units to provide adequate advance notice of support needs to financial, administrative, logistical, HR, and procurement units.

To achieve this goal, Aceli Africa will provide financial incentives to increase the risk appetite of 20+ financial institutions (both global and local) to make loans ranging from USD $25K-$1.5M to inclusive agricultural SMEs while also facilitating technical assistance to expand the ability of high-potential SMEs to qualify for and manage financing.

Financial incentives have been designed based on a dataset that Aceli Africa gathered and analyzed in collaboration with Dalberg Advisors. This data incorporates loan-level and portfolio-level profitability for agricultural SME lending from 28 financial institutions, including commercial banks, local non-bank financial institutions, and global social lenders, and covers 8,000+ transactions totaling $3B+.

With support from leading bilateral and philanthropic funders, including DFID, IKEA Foundation, MasterCard Foundation, Omidyar Network, and USAID, Aceli Africa has now transitioned from the design stage and is set to launch in July 2020. Aceli Africa is an initiative of the Global Development Incubator (GDI), a nonprofit incubator of social impact initiatives based in the United States with an affiliated entity based in Kenya.

Job Description
The role holder will be a core member of Aceli Africa’s dynamic and growing team and will be responsible for representing Aceli in Tanzania. The incumbent must possess a deep understanding of the agricultural finance market in Tanzania and be adept at engaging a range of stakeholders from commercial banks and other lenders serving agricultural SMEs, to technical assistance providers, data and learning partners, government officials, and donors. The role will be a contractor position with GDI, Inc., based in the U.S.

Key Responsibilities

  • Serve as Aceli Africa’s representative in Tanzania to position the initiative as a catalyst for increased private sector lending to advance development impact in the agri-food sector
  • Cultivate prospective new lending partners and engage Aceli Africa’s existing partner lending institutions in Tanzania to facilitate their adoption of Aceli’s financial incentives and increased lending to inclusive agricultural SMEs
  • Ensure that lenders understand the financial incentive qualifying criteria and reporting requirements and that key stakeholders within the partner lending institutions are bought into the program
  • Identify capacity building needs related to tailoring lenders’ product offering to agricultural SMEs and/or conducting appropriate due diligence on environmental, social, and governance (ESG) practices
  • Cultivate and manage relationships with technical assistance providers specializing in services for agricultural SMEs as part of Aceli’s approach to expanding addressable demand for credit
  • Manage relationships with key ecosystem actors (e.g., Alliance for a Green Revolution in Africa, Financial Sector Deepening TZ, PASS) relevant government agencies, and donors supporting Aceli or otherwise involved in the agriculture sector
  • Liaise with Aceli’s data and learning partners (Dalberg Advisors, International Growth Centre, and MIX) to support data collection and evaluation studies
  • Contribute to the design of the Aceli Innovation Facility and, once it is active, build pipeline and manage relationships with enterprises and programs that receive Innovation Facility investments

PURPOSE: The WASH Officer under the management and supervision of the WASH Team Leader will be responsible to implement different activities of DRC related WASH program to ensure the program’s objectives are achieved. The post holder is directly responsible for all Sanitation and Hygiene aspects on WASH in both three camps of Nduta, Mtendeli and Nyarugusu and host communities.

The mainly activities will include

  • To facilitate various training and campaigns on COVID-19 prevention and response in the camp setting and host community level through various approaches including using PA, posters, training to community hygiene promotors, zonal leaders and community leaders and members.
  • To provide day to day hygiene promotion activities through supervising the Community Health Promotors who are working directly with refugees to ensure that they provide knowledge, to change altitude and adaptation of good hygiene practices led to reduce the transmission of communicable diseases as well as to ensure that POCs are received and use properly the distributed various hygiene kits at their respectively camps and surrounding host communities.

KEY RESPONSIBILITIES

  • Work with local leaders at community levels in identifying, mobilizing and sensitizing target communities for water, sanitation and hygiene promotion.
  • Identify the target behaviors that need promotion for the prevention of the COVID-19, the target audience and the settings (homes, public spaces such as workplaces, marketplaces, places of worship, public transport, etc.) in which to practice and promote these behaviors. The same behavior might require a different promotion strategy in different settings.
  • Identify appropriate interventions based on the review of evidence of barriers to performing the behavior, effective communication channels, public health risks assessment and past experience, and in consultation with government and partners, chose the mix of interventions that is right for the context, the target groups, target behaviors and settings you have identified.
  • Work with the Hygiene and Sanitation clusters at community levels in identifying, mobilizing and sensitizing target communities for sanitation and hygiene promotion.
  • Implement hygiene promotion activities building on existing community engagement activities (e.g. hygiene, health, education, nutrition promotion)
  • Participate in collection of useful data success stories and beneficiary lists as required.
  • Participate in preparing monthly/quarterly/annual highlights/reports for donors.
  • To lead the training to the WASH committee (Burundians) related to hygiene and sanitation issues.
  • Leading the WASH distribution team in the distribution of various kits in order to serve in a proper way.
  • Together with the WASH team, hygiene and sanitation officer is required to do proper supervision of construction of sanitation facilities i.e. construction of various types of latrines including household latrines, family shared and emergency latrines, decommissioning and replacement of full family shared latrines and installation of handwashing facilities.
  • Together with the government extension staff, specifically, the Health Assistants (HAs), Village Health Teams (VHTs), play a lead role in mapping out communities for village sanitation improvement, especially during the CLTS/PHAST/CHAST role out exercises.
  • Contribute to grant proposals in area of hygiene and sanitation facility construction and promotion.
  • Collaborate with relevant Internal and External technical experts on issues related to Hygiene and Sanitation Promotion.
  • Represent DRC at WASH Cluster meetings and other relevant technical coordination meetings with the donor and external partners on all aspects related to hygiene and sanitation promotion.
  • Ensure integration of WASH activities with other DRC sectors.
  • Coordinate with WASH counterparts in Nduta camp and other locations in the implementation of common funded projects.
  • Ensure good representation and reputation of WASH Sector at all levels.
  • Actively participate in internal coordination meeting
  • Ensure and actively participate in a regular sector meeting.
  • Together with the WASH Team Leader, initiate development of project concepts and proposal documents in respect to WASH.
  • Develop the project’s M&E tools for monitoring the technical aspects on WASH.
  • Ensure effective implementation of the WASH Projects in line with the UN and Tanzania National Standards and Policies.
  • Provide technical support to WASH Assistants to ensure they execute their duties effectively.
  • Ensure quality control of implementation of WASH activities in accordance to SPHERE, UNHCR and Tanzania National standards.
  • Prepare WASH daily, weekly, monthly, quarterly and annual reports to relevant authorities.
  • Execute other duties as signed by the supervisor.
  • To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that DRC’s response is in line with the needs of the refugees.
  • To ensure that work aims to meet Minimum Standards and adheres to DRC’s emergency guidelines and protocols.
  • Representation of DRC at WASH exercises in the field and ensure integration of WASH activities with other DRC sectors.
  • Coordinate with WASH counterparts in Nduta camp in the implementation of common funded projects.
  • Ensure good representation and reputation of WASH Sector at all levels.
  • Actively participate in internal coordination meeting in the camps and other locations when needed.
  • Supervise the WASH Hygiene and Sanitation Assistants.
  • Provide technical and programmatic leadership for the WASH staff members and community-based staff in Nduta camp operational area as needed.
  • Uphold DRC’s code of conduct and principles of accountability.
  • Support the WASH Team Leader to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow ups on a daily/weekly/ annual basis.
  • Plan and coordinate proactively logistics and movements of staff from and to different clusters within the Project Implementation Area.
  • Initiate procurements and ensure their execution and ensure the delivery of supplies to the right beneficiaries following our SOPs.
  • Contribute to grants management of all WASH projects through management of day to day project expenditures.

Reporting Arrangements

  • The WASH Officer (Water Hygiene and Sanitation) reports to WASH Team Leader –Nduta Camp.

Personal Specifications
Essential:

  • Minimum of Bachelor’s Degree in Environmental Health Science, Water Engineering or WASH related course from recognized institution. Social science courses can be considered if relevant experience is available.
  • At least three years’ experience in implementing WASH project especially in hygiene promotion using various approached i.e. CLTS/PHAST/CHAST etc.
  • Thorough knowledge of WASH national and international standards
  • Strong competence in English literacy

Operational Context / Duties and Responsibilities

The Associate Supply Officer supports all activities pertaining to the supply chain function including planning, sourcing, transport, shipping, customs clearance and warehousing management within the Area of Responsibility (AoR).

The incumbent is normally supervised by the Senior Supply Officer function who defines the objectives and provides general guidance. S/he will also refer to UNHCR manuals and relevant policy papers. Strategy

Operational Support

  • Identify partners for supply chain projects based on objectives, priorities, strengths and resources of the implementing partner and/or contractor, according to criteria consistent with UNHCR rules and regulations.
  • Ensure timely customs clearance of consignments and manage storage of goods according to “best practices” and UNHCR rules and regulations.
  • Maintain an efficient system for the release, distribution and redeployment of goods.
  • Coordinate transportation and distribution of relief items.
  • Maintain accurate and comprehensive records on logistical activities and provide timely reports and updates both periodically and on request.
  • Coordinate activities of implementing partners and/or contractors performing supply related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
  • Through regular physical verification of PPE establish their status.
  • Propose old and obsolete PPE for disposal and plan for arrival of replacement items.

Infrastructure Support

  • Evaluate purchase requisitions to ensure that specifications, delivery dates and all other requirements are in order.
  • Draft and dispatch quotation requests and/or tenders assist in the evaluation of offers and draft bid-tabulations and prepare proposals for award of contracts to the Committee on Contracts.
  • Prepare Purchase Orders and send confirmations, requests for inspection and other correspondence.
  • Monitor the manufacture/transport of ordered goods to ensure timely delivery.
  • Analyse matters relating to procurement activities and deliver information on all procurement activities within area of responsibility. Provide guidance and advice on UNHCR procurement policies and procedures to support and assist requesting sections.
  • Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost and safeguards the investment of the organisation including receipt, inspection, registration & marking of new Property, Plant and Equipment (PPE), and organisation of the physical verification of PPE.
  • Ensure that PPE agreements are properly issued and signed. Ensure proper preparation of disposal forms and cases for the Asset Management Board. Organize the disposal of PPE according to Asset Management Board decisions.
  • Provides asset management reports, customised reports, and gathers information on all assets and provides in-depth reports periodically and when requested.
  • Analyse the quality of commodities and services delivered in relation to the needs of the location and established quality standards. Establish a local quality assurance process.
  • Assist in the coordination with CBI stakeholders the design and implementation of the market assessment and market monitoring to determine if CBI is option. Carry out the procurement action to contract Financial Service Providers (FSP).
  • Support the establishment and maintenance of an efficient and skilled workforce that is capable of supporting on-going operations.

Business Support

  • Adapt local supply chain structures to be consistent with the operational needs. Ensure effective information flow in the supply chain and adapt local process to the prevailing environment.
  • Monitor the quality and accuracy of supply chain related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in supply chain related matters that will assist in decision making.
  • Disseminate, promote commitment to and monitor compliance with UNHCR’s global policies, standards and guidance on supply chain management.
  • Any other responsibility deemed necessary or as delegated by the Head of Supply Management Service in order to meet the level of service requires by the organisation.

  • Identify, assess and select vendors based on their capability for delivering commodities and services. Maintain vendor and item master databases.
  • Allocate resources to meet demand and support the on-going operation in compliance with the resource’s allocation framework.

  • Award, approve and terminate local contracts and frame-agreements in accordance with delegated authorities, as well as, relevant UNHCR regulations, rules and procedures.

  • Approve the criteria and profile for the location’s supply chain workforce within standards established by UNHCR.

Minimum Qualifications

  • Education & Professional Work Experience Years of Experience / Degree Level
  • 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree: or 1 year relevant experience with Doctorate degree

Field (s) of Education

Supply Chain Management, Business Administration, International Commerce, Engineering, or other relevant field

Certificates and/or Licenses

  • Certificate from Chartered Institute of Purchasing & Supplies, e.g. CRIPS, CMIPS, MCIPS
  • Relevant Job Experience Essential:

Proficient knowledge of logistics/supply systems with proven experience at previous work positions, preferably UN. Good working knowledge and experience in handling contract issues in the context of UN policies and standards. Experience in contract negotiations; ability to provide technical guidance to subordinate staff; ability to plan and organize work assignments, often under close deadlines. Proven ability to deal with multiple tasks with speed, in a courteous and service-oriented manner.

Desirable:

Database management skills and experience and working knowledge of ERP systems, ideally of UNHCR’s MSRP Supply Chain Module would be an advantage. Strong interpersonal and negotiation skills to deal with persons of different cultural and educational backgrounds. Technical knowledge of types of services, supplies and goods purchased by UNHCR for Headquarters, Regional and Field Offices would be an advantage. Relevant training, such as CIPS, or other public procurement trainings. Knowledge of UN and UNHCR Financial Regulations and Rules relating to procurement and UNHCR Chapter 8. Aviation services knowledge for movements of goods/passengers. Proven ability to manage a team.
