POSITION REQUIREMENTS

  • Eight years (8), eight experience, of which (6) six years must have been in the banking industry and at least (4) four years’ retail banking experience in operations or marketing for a Mega, Basic or Micro branch respectively.

Overview

Jhpiego seeks a Business Analyst to provide technical assistance and programmatic support for an upcoming CDC opportunity entitled “Strengthening the Government of Tanzania’s Capacity to Develop, Implement and Use Digital Health to Achieve HIV/TB Epidemic Control through Interoperable Information Systems, Governance, Quality Improvement and Workforce Support under PEPFAR.” The project aims to build affordable, effective client level and aggregate HIS, the digital infrastructure to exchange data among diverse health related HIS, and a data and technology competent workforce using a technical assistance model. These HIS and data use activities will ensure that health services are digitally linked to community, facility, laboratory, reporting, surveillance, commodity/supply chain, mortality and other health related systems with a goal to maximize efforts to achieve and sustain epidemic control. The successful applicant will be expected to partner with the GoT to plan, design or adapt, develop, implement, evaluate and use secure, standards based interoperable HIS for client care and program improvement.


The Business Analyst will provide technical assistance and programmatic support, at national, provincial, and district levels. The project will operate over a five-year period. The position will operate under the leadership of the Principal Investigator/Project Director, and will ensure the technical and methodological soundness of project activities. In collaboration with project team and partners, the position will support the design and implementation of project strategies based on scientific evidence.

Responsibilities

  • Provide technical assistance to the strategic direction and definition of appropriate project activities in close collaboration with the Principal Investigator/Project Director and technical teams

Required Qualifications

  • 5+ years of relevant applications/systems requirements and modeling experience
  • 3+ years of experience on the technical aspects of applications development projects through the full system development life cycle
  • Experience in modern requirement gathering techniques, including creation of user stories, epics, and themes
  • Experience with agile, iterative cycles (sprints)

Duties

A. FINANCIAL PLANNING: 50%

i. Fully responsible for formulation of annual budgets for all post-held accounts and allotments. Incumbent uses appropriate software, cable instructions, and guidance from the current Mission Strategic Goals, Mission Resource Request, ICASS Handbook, Foreign Affairs Manual (FAM), and the Foreign Affairs Handbook (FAH), in addition to any institutional/historical data. When preparing these budgets, incumbent communicates with Senior Post Management and functional officers, as applicable, to obtain information on their anticipated requests/needs/ priorities and any other special issues having an impact on financial resources. In addition, incumbent analyzes post/economic trends, researches allowances for eligible employees, and projects estimated out-year cost

 

implications due to documented anticipated wage/price increases, anticipated/approved changes in Embassy operations (e.g. mission growth), and unfunded priorities.

 

Consults with the Supervisory Budget Analyst, the Financial Specialist, FMO, and other applicable senior management on any concerns during budget preparation. Finally, incumbent presents the final product, complete with suitable narrative justifications, for applicable agency management review and final comments before submission to Bureaus.

 

ii. During the fiscal year, incumbent takes ownership of the budget execution process by closely monitoring actual costs, as well as

 

unanticipated or emergency spending trends. On a monthly basis (or more frequently), prepares summary worksheets for all post-held allotments to keep agency management officials abreast of their financial situation. As part of an on-going analysis, incumbent makes timely recommendations for cost savings where possible. Moreover, when re-allocating or deviating from the original budget becomes necessary, the incumbent ensures that such changes are authorized by the affected agency’s regulations.

 

B. ACCOUNTING: 50%

 

iii. Using the Global Financial Services Center (GFS) accounting system (RFMS), incumbent maintains accounting for the all

 

post-held allotments and accounts. The incumbent creates obligations, originating from ILMS Ariba (procurement system), E2 Solutions (travel system), or from continuous review and adjustments of other obligations based on input from GFS, Management sections, senior post management, or expenditure patterns for recurring requirements.

 

Incumbent ensures that each obligation is valid, accurate, complete, and in accordance with applicable laws and regulations and confirms that all applicable liquidations to these obligations remain legal and within the allotted amount. In so doing, the incumbents keeps in mind various laws, specifically the anti-deficiency law.

 

iv. On daily basis, incumbent monitors post-held accounts in COAST, and on a weekly basis, reconciles the 60 and 62 reports. On a monthly/quarterly basis, reviews all prior year and current year open unliquidated obligations (ULOs) to ensure they are still valid and thereby take necessary action.

 

v. Researches accounting and voucher issues/queries for all post-held allotments and advises applicable agency management and FMO of the findings and takes timely corrective action as necessary.

 

vi. Drafts all routine and FMO requested correspondence relating to various funding issues and also maintains files on appropriate

 

advice of allotments, obligations, accounting regulations and guidance, and internal FMO policies and procedures. Ensures all applicable files are filed, controlled, and retired as in accordance with Department/other agency regulations.

 

vii. Performs other duties as assigned by the Supervisory Budget Analyst, the Financial Specialist, or the FMO.

The role is operational level for the program unit, will focus on the implementation of the day to day procurement and logistics activities to ensure improved programme delivery, operational efficiency, compliance with both donors and Plan International policies and procedures.

Accountabilities

Key Result Area (KRA) 1: Manage the programme unit procurement function, implement procurement and logistics policies and procedures

  • In collaboration with the tender panel, invite the price quotation, coordinate the opening and evaluation of the bids, complete the bid evaluation reports, the price analysis for final approval by the management/Programme Unit Manager;
  • Ensure procurement transactions have adequate and accurate supporting documentation and proper filing to ensure compliance with both donors and Plan International policies and procedures;
  • Regular supplier mapping to Identify suppliers with capacity to support programmes and implementation of the procurement plans;
  • Carry out a market scan for goods and services for programmes delivery;
  • Implement procurement and logistics guidelines and procedures;
  • Work with the programmes to ensure appropriate supplies storage mode and efficient distribution mechanisms and make any recommendations to the Head of Procurement and Logistics when any improvement is needed; and
  • Create Purchase Orders in SAP

 

KRA 2:  Coordinate procurement planning, develop and implement an effective purchase tracking system for the Procurement Unit:

  • Create, update and share monthly SAP purchase tracking report with the budget holders and country office procurement unit as per agreed standards;
  • Coordinate and facilitate the procurement planning to involve the budget holders/programmes, ensure periodic reviews for improved programme delivery;
  • Maintains records of all purchases, agreements, contracts and ensure regular updates where necessary; and
  • Follow up and ensures that all outstanding purchase orders are delivered by the due date.

 

KRA 3: Effect fleet management and coordination:

  • Prepare vehicle monthly reports, logbook-, trip-, and fuel records, monitors’ utilization, maintenance and fuel consumption and carry out monthly fuel and maintenance spend analysis for review by the country administration coordinator before submission to the Head of Procurement and Logistics at Country Office;
  • Monitor vehicle accidents and ensure timely and accurate preparation of accident/incident reports to the Programme Unit Manager for review before submission to the Country Office;
  • Take measures to safeguard the Plan Tanzania fleet at all times by ensuring, insurance covers are up to date, vehicles are fitted with tracking devices, etc.
  • Manage staff transport at all times and ensure proper usage of the vehicles by staff, including those in the field;
  • Establish & maintain record of all Plan vehicles and motor bikes with all relevant details;
  • Ensure all Plan vehicles are fully licensed and insured according to local laws; and
  • Ensure all PU vehicles/bikes are parked at a safe and secure place.

 

KRA 4: Property and asset register maintenance:

  • Responsible for assets reporting at any time on the technical condition, maintenance needs, lifetime/expiry (replacement, retirement), usage and returns of all physical assets including vehicles, (rented) compounds, buildings and their technical infrastructure to the Programme Unit Manager;
  • Ensures all precautions for asset and office security are maintained by the security guards and other staff;
  • In collaboration with the IT Manager, ensure proper and smooth running of the office equipment’s, including back-up power; voice- and data, printers, etc.; and
  • Ensure that all Plan emergence response assets recorded in the asset register and update accordingly.

 

KRA 5: Security plan management and implementation of policies:

  • Day to day monitoring of safety and security situation in the office, programme area, report and issues that requires action to the Programme Unit Manager
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

The post holder will be required to maintain effective working relationship with the Programme Unit administration assistant, finance, programmes, suppliers and the procurement and logistics unit at Country Office.

Technical expertise, skills and knowledge

Knowledge

  • Bachelor’s degree in   Logistics, Procurement and Supplies management, or Supply Chain Management with at least 3 years of practical experience in similar position;
  • A professional qualification and membership of recognized purchasing and supplies institution;
  • Demonstrated relevant progressive experience in similar posts;
  • Deeper understanding of the various Donor grants procurement rules and guidelines; and
  • Fluent in English and Kiswahili languages

Main Purpose of Job

  • To provide transport services for staff and other authorised passengers at the British High Commission (BHC) to and from assigned destinations within Tanzania in a safe, efficient and courteous manner, strictly adhering to road traffic rules, Foreign & Commonwealth Office Transport Policy, BHC Transport Policy and Post’s security regulations.
  • This is an exciting opportunity to work in one of Dar es salaam biggest missions, providing an all-round logistics support to the mission. The successful applicant must have a clean driving licence and have a minimum of four years driving experience. The applicants also require good working knowledge of the city, its environs and other areas of the country.
  • The individual will need to be extremely efficient in managing their time in an environment which is dynamic and liable to change at very short notice. The individual should be able to think ahead and choose the best route for the journey, demonstrate initiative, be extremely discreet and polite in all dealings with both internal and external contacts as a representative of the Mission.

Main Duties and Responsibilities

  • Carry out daily maintenance checks on BHC vehicles. Ensuring all vehicles are roadworthy before starting on their journey including tyres, petrol, oil and lubricants as well as spare tyre, jack etc.
  • Drive authorised passengers to meetings and functions in and around Dar es Salaam and also up-country.
  • Meet authorised passengers at, or deliver them to, JNIA terminals as required.
  • Accurately complete journey record sheets for all journeys in official vehicles.
  • Ensure passenger safety by ensuring that they wear their seat belts.
  • Have a well-documented journey plan when proceeding on long safaris. Use the issued satellite telephones as required.

  • Maintain contact with the BHC by using the existing radio/communication system.

Summary

Head of Collections and Recovery is a Head of Collections and Recovery unit. She/he deals with collections of all loans up to 180 days and recovery of overdue assets above 180 days of FINCA Microfinance Bank (FINCA). She/he shall be responsible for management and supervision of the entire process of collections and recovering of delinquent assets which includes but not limited to recovering the overdue credit facility extended to borrowers in individual and group loan categories, current and former FINCA employees, overdraft beyond agreed period, uncollected cash overdue from disposed physical assets (equipment, furniture and fittings), and any other past due contractual assets. The Head of Collections and Recovery takes an active role in the collections and recovery leadership team and ensure that any management information they produce is accurate, relevant and to the required timelines.

ESSENTIAL DUTIES include the following. Other duties may be assigned.

  • Manage all FINCA collections and recoveries and formulate, review and amend the Collections and Recovery Policy and Procedures from time to time;
  • Coordinate and ensure Head Office Arrears Committees take place in accordance with FINCA procedures;
  • Work closely, mentor and supervise, Recovery and Collections Call Center Team Leaders in support of Call Center Manager;
  • Work closely, mentor and supervise, Recovery and Collections teams in the branches to ensure all collection and recovery activities within their areas are done on time and as per laid down procedures;
  • Monitor and report on arrangements made with late payers/debtors for outstanding debts to ensure collection agents are properly engaged; their contracts reviewed and updated or terminated from time to time.
  • Provide weekly reports/updates to the Chief Executive Officer on issues affecting collections and recovery of overdue assets of FINCA. He/she will always maintain loans written off records including the pledged securities and plans their full recovery as early as possible;
  • Monitor the work and conduct of collection and recovery agents to ensuring they are working per the signed agreements and any breach thereof should immediately be noticed and reported and appropriate legal action taken against them. He/she shall make sure all recoveries from successful conducted auctions are directly deposited into FINCA accounts immediately;Plans and communicates appropriate collections and recovery action and refer matters to external debt collection agents where necessary. Liaise with external debt collection and recovery agents regarding overdue assets until finalized. Reconcile outstanding overdue assets and raise associated costs in regard to collection and recovery actions;
  • Recommend overdue assets that require to be written off and changes and continual improvement to debt collections and recovery procedures to ensure a fair and equitable approach;
  • Prepare and issue correspondence in relation to debt collections and recovery proceedings. Provide advice to late payers to help negotiate a reduction in any amounts owing;
  • Investigation and allocation of unidentified and lost payments;
  • Participate in the training of staff in all legal issues arising out of the FINCA Tanzania business and operations. These may include assisting them to identify genuine securities, legal implications of illegal collections and recoveries, fraud etc.
  • To work closely with legal department and make follow up of all court cases arise from collections and recovery processes to provide feedback and update to the executive management;
  • To keep and safeguard all collaterals failed to be sold during recovery auctions; and
  • Perform all other duties assigned to him/her by Chief Executive Officer or a person acting in that position.

The IRC has been providing education services for Congolese and Burundian girls and boys in the Nyarugusu Refugee Camp since January 2014 and extended education services to Mtendeli refugee camp in March 2016. Services cover the full education spectrum from pre-school, through primary and secondary school, Technical Vocational Education and Training (TVET), and tertiary education applications. Schools follow the country of origin national curriculum (Burundian and Congolese).

The IRC is the lead education agency for a number of projects designed to increase access to quality education for children in Nyarugusu, Mtendeli, and Nduta refugee camps.

Scope of Work

The IRC is seeking a motivated and enthusiastic Education Officer to carry out project activities in Refugee Camps. The Education Officer will work with a team of officers to ensure all project activities are carried out in a timely manner. The Education Officer will be responsible for direct supervision of the refugee incentive Education Community Outreach workers, supporting them in managing their time and activities effectively and building their capacity, where possible.  The Education Officer will represent the IRC education team in relevant camp-based stakeholder meetings and project coordination meetings.

This position will report to the Education Manager.

Program Implementation

  • Ensure timely implementation of education activities in Nyarugusu, Mtendeli, or Nduta refugee camp, ensuring adherence to donor requirements and regulations.
  • Provide and coordinate training for incentive staff.
  • Work closely with HR and the Education Protection Officer to ensure all teachers are trained on the Teacher Code of Conduct and Prevention of Sexual Exploitation and Abuse and violations are properly reported.
  • Work with Education Community Outreach Workers to follow up on student and teacher attendance in schools.
  • Support and monitor extra-curricular activities, including school clubs, recreation, sports, and games as well as linking children to Child Friendly Spaces.
  • Support preparation of activity reports, monthly, and donor reports based on the prescribed template.
  • Notify the Education Manager of any problems, complaints, or useful information about all aspects of the education program.
  • Work with the M&E Manager and officer to undertake assessments in coordination with partners, UNHCR, UNICEF, where appropriate.

Representation and Partnership

  • Support coordination and participation in monthly Camp Based Education Working Group meetings, providing minutes to the regional Education Working Group.
  • Ensure education projects are integrated and coordinated with other IRC sectors.

HR Management

  • Ensure teacher absence and lateness is managed effectively and poor behaviour is reported directly to HR.
  • Ensure adherence by staff to IRC’s Global HR Operating Policies and Procedures and the IRC way.
  • Report any violations of the IRC Sexual Abuse and Exploitation, The IRC Way, and Child Safeguarding Policy (TZ specific and global), as per the IRC Tanzania reporting mechanism.

Qualifications

CONTEXT AND PURPOSE OF THE ROLE

  • Assist the Store Manager in ensuring an effective warehousing / store function that not only ensures expeditious and accurate receiving of inbound goods but ensures that goods received are stocked under the right conditions to maximize their shelf lives, and eventually account accurately for their distribution to end users.

ACCOUNTABILITIES & AUTHORITIES OF THE ROLE

•  Undertake calculation of re-averaged unit costs based on current unit cost and latest unit cost from goods received from Kardex.

• Oversee the maintenance of kardex card information by stores clerks including quantities received, updating unit costs, quantities issued & Stock balances.

• Check the accuracy of all account allocations for stock or direct issues.

•Assist with weekly Critical Stock Report (CSR) stocktakes and report compilation and take over full accountability for CSR report in the absence of NET representative.

•  Undertake a weekly reconciliation of physical and kardex stock balances for all CSR items.

•  Undertake random and/or cyclic stock takes.

• Check POD documents for all deliveries and update the GRN records.

•  Prepare documents for submission to Dar-es-Salaam Accounts Payable.

•  Send POD documents to Dar-es-Salaam office and update POD log and send copies of all NET POD s to NET representative.

•  Raise monthly costing journals based on account allocations.

•  Sign off GRN documents in the absence of the Stores Manager.

• Oversee stores in the absence of the Stores Manager. Expediting Functions:

•  Maintain enquiry and order logs for all live Shanta enquiries and orders and provide feedback to end users when end user motivated orders have been raised.

•  Expedite all incomplete enquiries or undelivered orders

by contacting local suppliers directly and relying on NET for imports.

•  Provide end users with updates on the progress of their live orders making use of supplier feedback, in particular the weekly NET Order Status Report and the weekly Maintenance Plan.
