lntraHealth International is a US based international NGO with offices in over 30 African countries, including Tanzania. IntraHealth is seeking a Director of Finance and Administration (DFA) for an upcoming five-year USAID contract: Comprehensive Client-Centered Health Program – HIV and Tuberculosis Activity (C3HP HIV/TB). The overall goal of the project is to improve the household nutrition and health outcomes of Tanzanians with the specific objective of increasing use of quality HIV/TB services, particularly by youth and women.

The DFA is responsible for the financial systems of the project, including project budgeting, financial monitoring, and meeting legal, auditing and contractual responsibilities. S/he will be the principal financial representative of the project and coordinate the financial, administrative and human resources (HR) functions and support. The DFA will develop the project financial plan, to include monitoring and reporting systems that meet USG requirements, and manage contracting activities including grants under contract.  S/he will manage all procurement and contracts/subcontract administration activities and assure compliance with organizational and donor policies. S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

The position will report to the Chief of Party. S/he will collaborate closely with US-based financial and contracts business partners in the IntraHealth Chapel Hill and Regional offices.

Essential Functions

  • Establish accounting and financial systems for the project in compliance with USAID regulations, IntraHealth policies and procedures, and that meet PEPFAR expectations;
  • Document, maintain and ensure compliance with finance and administration policies for the entire project;
  • Develop a project procurement plan and ensure proper procurement policies and guidelines are followed when purchasing project services, supplies and equipment;
  • Manage all banking transactions, including payments using a mobile money system;
  • Maintain robust payroll system including tracking benefits and allowances, ensuring compliance with all applicable local tax laws and reporting requirements;
  • Oversee preparation of all vouchers and checks for approved project expenditures;
  • Review, analyze, present, and submit periodic financial reports in an accurate and timely manner;
  • Clearly communicate monthly and annual financial statements to headquarters in Chapel Hill, North Carolina;
  • Collate financial reporting materials for all donor segments and oversee all financial, project/program and grants accounting;
  • Manage cash flow and forecasting—including preparing and submitting funds requests and budget versus actuals (BVAs) to headquarters;
  • Implement a robust contract management and financial management reporting system to support operational requirements;
  • Update and implement all necessary business policies and accounting practices;
  • Oversee administrative functions to ensure efficient and consistent operations;
  • Maintain general ledger and balance sheets;
  • Prepare budget variance reports on monthly basis;
  • Maintain asset inventory and reports for project (core and state offices)
  • Manage organizational risk and liability, particularly related to ensuring compliance with all relevant USAID/PEPFAR regulations and local laws related to registration and taxes;
  • Conduct analyses of financial data monthly to inform project management;
  • Provide strategic guidance and assistance in financial and administrative operations problem solving to project leadership;
  • Oversee and coordinate staff safety and security policies and implementation practices, and act as security focal point person for IntraHealth operations in Tanzania; and
  • Supervise an administrative team to ensure delegation of functions and timely quality performance.

Required qualifications and experience

  • Master’s Degree or higher in Business Administration, Finance, Accounting or any other relevant field.  Professional qualification in CPA or ACCA will be an added advantage;
  • At least ten (10) years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics, safety and security, and/or human resource related matters for international development activities;
  • Demonstrated familiarity with USG financial reporting and compliance requirements;
  • Extensive experience managing USAID contracts of $20 million or more per year dollar value;
  • Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as principles and accepted procedures associated with USAID regulations is highly desirable;
  • A high level of analytical skill and sound judgement with regard to IntraHealth financial management, procurement, human resources, contract and grants policies and regulations;
  • Familiarity with compliance regulations and the Federal Acquisition Regulations;
  • Extensive knowledge of US government financial laws and regulations;
  • Demonstrated ability to set up and maintain accounting and financial management systems and ability to build and review budgets;
  • Strong oral and written communications skills in English, and ability to negotiate with partners and USAID;
  • Demonstrated ability to work effectively in team-based environment, supervise a professional team and ability to interact with a variety of technical, clinical and other specialists;
  • Proficiency using online financial systems and databases; and
  • Excellent personal integrity and confidentiality.

Preferred:

  • Experience working on programs that build the capacity of local organizations to be ready to receive direct donor funding to implement HIV/AIDS and other health projects; and
  • Experience living and working in Tanzanian or similar context is strongly preferred.

The MEL Director will be responsible for leading the management and implementation of the program monitoring and evaluation framework and information system to track delivery against PEPFAR targets and program outcomes. S/he will lead the development of holistic approaches to collaboration, learning, and adapting (CLA) including promoting quality data collection, analysis and use to assess progress, identify areas for improvement, and plan for program improvement and/or adaptation. S/he will ensure a robust and adequate M&E data system to enhance the collection, management and analysis of program data and to track and report progress towards achieving PEPFAR targets. The MEL Director will guide reporting processes among technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt. S/he will support all the technical staff in MEL functions and will manage the MEL team and consultants. The position will report to the Chief of Party and work in close collaboration with the headquarters-based Measurement and Learning Team.

Essential Functions:

  • Provide direct support and technical assistance for the development and implementation of monitoring and evaluation system/framework including the Activity Monitoring and Evaluation and Learning Plan (AMELP) Plan and Collaborating, Learning, and Adapting  (CLA) Plan.
  • Contribute to annual workplan design with an aim to meet all PEPFAR and non-PEPFAR targets;
  • Manage the development and implementation of program evaluations, assessments, and research activities.
  • Support the project team and MOH stakeholders to develop and use harmonized data capture tools and data analysis plans for reportable indicators at all levels, ensuring timeliness, quality, and completeness of service data in line with the national and sub-national information management systems.
  • Ensure that project data collection and analysis procedures are in-line with most recent PEPFAR-issued Monitoring, Evaluation, and Reporting (MER) guidance and include appropriate disaggregate categories;
  • Ensure the project is meeting PEPFAR high frequency reporting requirements and quality data are systematically presented to the donor key in-country stakeholders, and headquarters-based program and technical teams.
  • Implement mobile monitoring tools and real-time data collection systems, as appropriate.
  • Mentor and support the project team and MOH stakeholders to regularly use data at all levels to target and/or adapt programming.
  • Ensure data quality by conducting and participating in data quality assessments (DQAs) on all project indicators and HMIS data.
  • Supervise the MEL team and provide technical support, training and mentoring to MEL personnel and technical staff as needed.
  • Lead data review and learning activities to assist technical teams to adopt adaptive program management.
  • Ensure adequate human subjects protections are included in data collection protocols and procedures.
  • Collect and disseminate best practices and lessons learned from the project and prepare technical reports based on results to assist project in knowledge sharing, internally and externally.
  • Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly and annual reports, and respond to requests for data from USAID, headquarters, and other stakeholders.
  • Ensure weekly data review and continuous monitoring of program progress in close collaboration with MOH, USAID, and other implementing partners.
  • Participate in national technical working groups and other forums as requested.

Required qualifications and experience

  • Master’s degree or higher in public health, social science, epidemiology, bio-statistics, social sciences or related field;
  • At least seven years of experience designing and implementing monitoring and evaluating activities for USAID and/or PEPFAR programs and other complex health programs in developing countries;
  • Experience working on MEL and CLA plans for USAID-funded projects;
  • A firm command of the MEL issues with respect to PEPFAR/HIV/AIDS programs and health services;
  • Demonstrated experience in setting up and managing MEL systems that track project performance;
  • Familiarity with health information systems;
  • Strong experience with mobile monitoring tools and other digital health approaches;
  • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision;
  • Demonstrated experience in managing a team of professionals and collaborating with MOH and government officials at all levels;
  • Experience leading data quality audits.
  • Proficiency with data collection, management, analysis, and visualization software, including: MS Excel, DHIS2, Open Data Kit, DHIS2, SPSS
  • Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts; proficiency with MS Word, MS PowerPoint, MS Publisher.
  • Experience in data presentation, visualization, and use;
  • Strong oral and written communication and presentation skills in English.

Preferred:

  • Proven expertise in quantitative and qualitative research and analytic methodologies and operations research;
  • Experience working on programs that build the MEL capacity of local organizations to be ready to receive direct donor funding to implement HIV/AIDS and other health projects; and
  • Experience living and working in Tanzania is strongly preferred.

Lion Landscapes is a international non-government organisation based in Iringa, Tanzania. We strive to reduce human wildlife conflict, especially with carnivores, and encourage peaceful coexistence. This will help to reduce conflict between humans and wildlife while simultaneously assist the communities to meet their development needs.
We have opportunities available for one to three month internships for those interested in growing and developing their skills. Must have a first degree from a recognized university, preferably in the subjects of zoology, botany, biology or related natural sciences. Activities will include monitoring and evaluation, field work and implementation, community outreach, education, and other activities.

Roles and Responsibilities:

Project Planning;

Position Overview:

Biomedical Technical Officer (BTO) will be responsible to coordinate the implementation of EPIC Project biomedical services to the assigned council. He/she will work closely with Central team, RHMT and CHMT to ensure provision of high quality biomedical services including HIVST, PrEP, HTS, Family planning, Screening and referral for STIs, Gender Based Violence and TB.Also, in coordinating linkages and adherence support for HIV care and treatment to clients in their assigned council

Roles and Responsibilities:

Planning:

  • To participate in the Comprehensive Council Health Plans (CCHP) meetings and ensure USAID EPIC activities are included in the respective
  • Liaise with Community Engagement Officers to map hotspots and develop a directory of all hotspots where beneficiaries are found at the council
  • Conduct weekly review of the list of index developed by service providers and ensure all the providers conduct index testing services with fidelity (index sexual Partners/contacts elicitation and tracing)

Coordination and Supervision:

  • With support from the Project Manager & DMO’s office, he/she will be responsible to liaise with DMOs office to secure Government biomedical providers who will provide biomedical services at the community level
  • Actively participate into development of monthly operation plans in close collaboration with community engagement officers for targeted and focused HTS outreaches to the mapped hotspot areas and reach KVPs
  • Assist in organizing training/orientation to biomedical providers to be engaged in USAID EPIC monthly operation plans and maintain the list of Service Providers working with USAID EPIC
  • Monitor and coordinate community-facility referral and linkages services for health related services including care and treatment, Family planning, STI & TB screening and treatment, and GBV services
  • Liaise with DACC and the DMO office to obtain commodities, supplies and government M&E Tools for Biomedical
  • Supervise biomedical providers and ensure monthly planned activities are implemented and all Service Providers are reaching their allotted targets with
  • Provide technical support and mentorship to the biomedical services providers within the assigned districts in order to ensure they meet standard of performance as per the government guidelines and project SOPs (including IQC/EQC and proficiency test).
  • Work closely with the CHMT members in performance monitoring, joint supportive field supervision at the site/council level and ensure the outcomes of the visits clearly documented and recommendations
  • Jointly work with facility implementing partners at the council level to develop a sound Bi-directional referral network but also quality of services is provided to
  • Ensure all service providers properly fill all required National and Project M&E tools and timely submission of service reports appropriately, including monthly summary reports to the catchment health
  • Ensure council service providers are reporting their daily performance through WhatsApp groups and other agreed channels for real time
  • Develop and timely share daily/weekly updates and monthly reports for all biomedical services.

Qualification and experience

  • At least 3-5 years’ experience working in KVP-focused, HIV/AIDS Community

Main Accountabilities and Responsibilities

Community Engagement

Qualifications and other requirements specific to the role

Position Description:

The Case Manager will work with Community technical officer and biomedical officers to implement HIV prevention program targeting population at risk in the region. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations. TAHEA is implementing partners that is implementing the project in Dodoma region and Iringa Regions.

TAHEA is seeking for qualified candidates to fill the following vacancies in Dodoma (Dodoma city, Kondoa & Chemba) and Iringa(Mufindi):-


Linkage and case Management Officers (2 Positions)

Position Description:

The Case Manager will work with Community technical officer and biomedical officers to implement HIV prevention program targeting population at risk in the region. He/she will work with team to reach, serve and maintain Vulnerable Adolescent Girls and Young women, female sex workers and MSM, s/he will monitor the implementation of case linkages during the process of pre counselling, post counselling as well as linkages of positive diagnosed KVP to care and treatment

Centre. Will monitor all activities related to community ART initiation, case retention to care of all identified, diagnosed HIV positive clients as well as returning to care of all clients who missed appointment and lost to follow. She/he will be responsible in making sure that all Navigation process are well established, conducted and maintained according to Care and treatment standards. He/she will play a key role in ensuring that client centered approach is well observed and adhered during service provision to KVP positive clients. He/she will make sure KVP HIV positive clients are linked to structural intervention for economic strengthening activities and managing gender issues. She/he will also play a crucial role in supervising and building the capacity of Peer navigators of key and vulnerable population through conducting progress review meetings in monthly basis. She/he will be coordinating the case management team with health facilities and community for continuum of care. Also, will be responsible in monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages. Case Manager will report to Program Manager and work closely with the Regional Biomedical technical advisor.

Roles & Responsibilities

Liaise with Districts Community-Based HIV coordinator (DCBHCO)

Liaise with facilities and peer navigators for enrolment of clients from the community

Liaise with facilities for retention of clients on ART and provide feedback to facilities

Manage Client Appointment and ART Refill

Manage and Track Missed appointment

Support community-based ART services by managing appointments for refills

Manage lost to follow and return to care

Provide mentorship to peer navigators

Act as a link between peer navigators and facilities

Supervise peer navigation teams

Facilitate post GBV linkages and track feedback for GBV survivors

Tracking and reporting of all completed and non-completed referrals (GBV, STI, HTS AGYW, FP etc)

Daily follow up on cases management by the team, from each service delivery point in close relationship with Biomedical field officer

Reconcile and compile data into the regional tracking register and the regional partner listing and outcome register, and maintain it on weekly basis

Follow up on all open cases who do not have an outcome yet and ensure that all escorted / tracked beneficiaries receive an outcome

Conduct sites visits for at least 70% of the time

Working with Data manager/M&E Officer to report tracking and partner listing and outcome data to the MER team in the region using referral from feedback (Vibutu)

Prepare weekly and monthly reports related to tracking services and partner notification and success stories, as needed

Participate in meetings at CSO level and related CHMTs meetings

Document best practices for linkage for KVP

Perform other duties as assigned by line manager

Qualifications and experience

Diploma or bachelor’s degree in clinical management, nursing, social work, counselling and psychology

At least one-year experience in case management for community-based HIV

Prior experience in working with literate and non-literate audiences; experience in participatory methods

Experience on KVP program is an added advantage

Experience in supervising a field team

Interpersonal skills

Good communication skills

Ability to work in a team

Data Managers (2 Positions)

The purpose of this job is to strengthen the health information systems of Epic project to ensure the maintenance of high quality program data. This role is also responsible for capacity building of TAHEA Epic and supported health facility staff on data management.


Major Duties and Responsibilities:

Assist in the implementation of data management strategies to contribute towards the achievement of TAHEA strategic objectives;

Participate in the development and maintenance of the documentation and data management guidelines for TAHEA to avoid any breach of confidentiality and to ensure that safety to all information is observed;

Review and approve CRF design, data review ground rules and database design in accordance to the Standard Operating procedures and protocol of the programs and the IT department;

Assist in the standardization of data management procedures to ensure all staff adhere to the same guidelines provided to them by TAHEA;

Conduct data cleaning, back-up, design and programming of a clinical database to ensure system efficiency and effectiveness in the project sites

Review, analyse , and validate program data through review of patient’s files to ensure consistency, integrity, and accuracy based on project specific guidelines;

Carry out scheduled stress tests on the different databases that are in use at TAHEA to identify any loopholes that require to be addressed to ensure proper functionality;

Query data inconsistencies and revise case report forms in compliance with standard operating procedures, client guidelines and regulatory agency guidelines to ensure strict adherence from all staff;

Provide expertise in all areas of data management through weekly staff meetings, workshops and training to ensure all staff are updated on the current trends in data management and have the required skill to work on the system;

Assist data clerks to collaborate with Site coordinator and finance staff to ensure that funds provided for IT maintenance and internet are timely and used for the right purpose in the purchase of internet and anti-virus packs for the system;

Conduct quarterly updates of the IT inventory from the facility level to ensure all facilities are adequately equipped with the necessary equipment to avoid any system downtime;

Train and build capacity of TAHEA program staff in the use of Data and database for the monitoring of site’s performance and to address any issues that may arise from non-performance;

Review data collection tools used against the required reports and provide advice and assistance in the improvement of these tools to create efficiencies in the system;

Review monthly NACP reports prepared by the data clerks to ensure information provided is of high quality and timely submission to the site coordinator;

Run frequent queries for extraction of data from CTC2 database as required for donor uses as well as TAHEA for program ;

Carry out quarterly data verification and collection activities, upload the data into Glaser system and respond to urgent queries from staff, donors and partners;

Compile and prepare monthly and quarterly data reports for analysis and donor use and ensure that the information provided is accurate and of high quality; and

Collaborate with Programme Officer Quality Improvement to conduct Quality Improvement performance measurement from data collection, data entry, and data verification to ensure data collected from the facilities is accurate and of the standard required by the donors and management.

Qualifications

Bachelor’s Degree in Social Sciences, Communication Engineering, Communication, ICT from a recognized institution

Three (3) years of relevant work experience

Technical and Behavioral Competencies

Knowledge of national laws and regulations governing pediatric AIDS services and operations.

Experience working with donor funded organizations requiring community level engagement.

Knowledge of relevant TAHEA donor requirements

Ability to produce comprehensive reports

Proficiency in the use of databases Skills in day to day activities

JOB PURPOSE

All activities directly related to Fleet/Facilities issues within the Vodacom Tanzania PLC will be controlled, managed and evaluated by this person. The position will be responsible for the management of all matters pertaining to all Vodacom Tanzania PLC Facilities such as Offices Vodashops, depots and warehouses. The main focus will be to ensure overall cleanness of such facilities as well as procurement and disposal of furniture. S/he will furthermore conduct health and safety tours to ensure all Facilities are risk free from hazards and deliver the solution to the desired level of quality, within budget, and on time. On Fleet side this person will be responsible for the full management of Vodacom fleet including the procurement, maintenance, and licensing of all company vehicles as well as to monitor and ensure all Fleet company policies and procedures are adhered respectively. The Fleet and Facilities Supervisor is expected to keep close working relationships with all external service providers on vehicle rental, fuel, property owners, cleaning and other services that will be rendered as well as all internal departments within Vodacom Tanzania PLC.

KEY ACCOUNTABILITIES

Keep all records for company and leased vehicles. Ensure vehicle records are updated monthly without failure
Ensure that all company and leased vehicles are insured, registered and roadworthy at all time and implement changes for any new legislation.
Ensure all drivers of company vehicles are competent before given a company car, they should have valid driving licenses, OSHA medical test certificates and Defensive drive training.
Manage fuel use and consumption throughout the company, ensure policies with regard to fuel use are adhered to and reconcile monthly costs.
Ensure smooth replacement plan for leased vehicles expired period, and company vehicles due to dispose.
Ensure all Suppliers comply with CMT Policies
Supervise an ongoing vehicles inspection ensuring they have all tools, mileage is correctly recorded, and vehicles are in good running condition
Ensure Tanzanian law is followed in the event of any accident, that all paperwork is correctly filed and that procedures for insurance are followed at all times.
Manage company drivers to ensure they adhere to all Company Fleet Policies and Procedures including the Absolute Rules.
Ensure proper procedures are in place to facilitate the smooth running of fleet management and everyone comply with them
Prepare daily, weekly, monthly reports in accurate and informative manner showing all fleet activities
Ensure effect use of Car tracking and Vehicle Camera Systems to manage driving behaviours of  users/drivers of company/leased vehicles
Record and ensure consequence management is enforced for all violations on Absolute rules and deviations from the Journey Management Plan including Excess mileage and Late night parking(After hours driving).

QUALIFICATIONS AND EXPERIENCE

College or University graduate with a degree in business administration or related field
Good and accurate administrative knowledge/experience
Working knowledge of Fleet and Facilities management
Mechanical knowledge is an added advantage
At least five years of experience in managing large fleets and facilities, ideally within a multinational environment.

Job Responsibility

* Supports the team to deliver the facilities agenda, through the effective delivery of activities (e.g. contractual preparations);

* Ensures facilities activities (e.g. physical security, construction projects, car fleet and maintenance issues) are managed and delivered in line with market policies and processes;

* Interfaces and coordinates with third party providers / contracts (e.g. personnel and property security, Catering, groundskeepers and office/post room management) to resolve queries and maintain services;

* Maintains and analyses maintenance reports and trackers as required;

* Liaises with Legal, Finance and Supply Chain functions on general queries;
